HWF adopts blind family of Uttar Pradesh

New Delhi: The Delhi-based NGO Human Welfare Foundation has come up to adopt the Uttar Pradesh family with five blind sons after Munauwar (60) and his wife Rubina (55) pleaded for mercy killing in their letter sent to President Pratibha Patil. The family was fed up of their penury and the burden of their five blind sons in Uttar Pradesh's Mau district, had sought mercy killing for their entire family.
HWF made the announcement to adopt the family at a Press Conference in Varansi on 22 April.
Uttar Pradesh chief of Jamaat-e-Islami Hind Maulana Waliullah Saeedi Falahi with a delegation visited Mau and met the affected family members. He assured them about the adoption on behalf of HWF.
Munauwar and his wife Rubina have pleaded for mercy killing in their letter sent to President Pratibha Patil, Uttar Pradesh Governor B.L. Joshi, state Chief Minister Mayawati and authorities of Mau district, about 300 km from Lucknow.
"We don't want to live any more. It's miserable. We are not even able to arrange food for ourselves on a daily basis," Munauwar told reporters in Mau on Friday.
All his five sons aged between 16-35-were born blind.
Munauwar, a resident of Mau's Palia village, is the sole breadwinner in the family and has not been able to take care of his five blind sons and wife for the past several months.
Villagers normally provide leftovers to Munauwar's family and that has kept them alive till now.
"Believe me, if the neighbours stop providing leftovers to us, we will all eventually die of starvation," he said.

National NGO formation meet on Interest-free Microfinance

New Delhi, 29 March 2010: A meeting of the desirous Sponsors of a
national NGO on Interest-free Microfinance was held in India
International Islamic Cultural Centre at New Delhi on 28th August,
2010. Twenty one eminent scholars, professional and social activists
attended the meet chaired by Mr. Sherif Ahmed Cadri from Kerela. After
detailed discussion and deliberations on issues relating to
socio-economic upliftment of poor mass, it was unanimously resolved to
launch a national NGO to be registered in the name of “SAHULAT
MICROFINANCE SOCIETY” with its headquarter at New Delhi and Branch
Offices in different regions of the country. The Society shall be a
voluntary, non-political, non-profit making social service
organisation established to provide interest-free micro-finance
options for removing socio-economic disparities and to achieve justice
and equity for educationally and financially backward sections of the
public at large. The Bye-laws and Rules & Regulations of the Society
were thoroughly discussed in the meeting and were unanimously adopted.
The Society shall be a facilitating and promoting agency for launching
interest-free microfinance cooperative movement all over the country.
The target for the next five years has been to establish atleast 500
microfinance units at different places all over the country. A five
year Perspective Plan and Budget has been approved. As per the
projected plan, during the next five years, the proposes 500
cooperative units to provide micro-credits to about 7.7 lacs of
micro-enterprisers and poor persons without charging any interest. The
Perspective Plan with financial projection was thoroughly discussed by
financial experts and management professionals in the light of several
years’ experiences of other interest-free microfinance institutions
running in the country. It has been resolved to achieve a 16-point
target relating to registration of the NGO and Cooperatives, survey,
training & research, establishment of microfinance cooperative
branches at ten places and setting up administrative and managerial
units of the NGO during the preparatory year 2010-11. The Action Plan
and the Budget for 2010-11 was also approved.
The idea of launching the national NGO was actually mooted by Prof. K
A Siddique Hassan, Chairman of the Human Welfare Trust as part of the
Vision 2016 of the Trust which has envisioned a multi-pronged
development plan for socio-economically backward families of the
country. The Trust had constituted a Task Force under the guidance of
renowned Islamic Economist Prof. Nejatullah Siddiquee in February,
2009. Convener of the Task Force Mr.Arshad Ajaml presented the
Action-Completion Report of the Task Force. During the last one year,
the Task Force met several times to finalize the blue print of the
proposed NGO and the roadmap for launching interest-free microfinance
institutions, organized orientation and training camps at the national
and State levels, conducted a research study by Mr. Palath on
Interest-free Microfinance Institutions in African, Middle-East and
South Asian countries, considered the status report by Dr. Rahmatullah
on existing interest-free institutions running at 221 places in the
country, finalized the working model of Interest-free Microfinance
Cooperative institution prepared by Mr. Arshad Ajmal. Efforts of the
Task Force were appreciated by assembled Sponsors.
With unanimous voice of the assembled Sponsors forming the General
Body, Prof. Hassan has been elected as President and Mr. Arshad
Ajmal as Vice-President besides 11 members of the Governing Body of
the national NGO. Mr. Amir Ali, Manager of Islamic Bank, Muscat
offered Rs.11 lacs for establishment cost of the NGO and Interest-free
Microfinance Cooperative Branches and also offered his services for
raising fund for sponsoring new Cooperative branches at some more
places. Mr. Kaul from BSICS stressed that the proposed microfinance
cooperative units should develop a ‘transformational relationship’
with poor beneficiaries rather than ‘transactional relationship’. He
viewed that various developmental components of Vision 2016 should
converge with the microfinance activities as inclusive strategy
towards enabling the poor mass to get livelihood opportunities. Mr.
Shashi Bhushan shall prepare a blue print of the functional
description of the NGO Secretariat and the job description of the CEO
required for implementing the Perspective Plan of SAHULAT.
Following sponsors attended the formation meeting of SAHULAT and
formed the General Body of SAHULAT Microfinance Society to be
registered as a national NGO under Societies Registration Act, 1860.
Maximum number of General Body members as fixed under the provisions
of the Byelaws is 40.

Media Scholarship for Muslim students at IMII

New Delhi: Here is good news for the students belonging to Muslim and other backward communities and who aspire to become journalist. The International Media Institute of India (IMII), in its noble initiative to support the interests of these groups, is offering full scholarship assistance for limited number of students. IMII, located in Noida near Delhi, offers an 11-month post-graduate diploma in multimedia journalism. The classes will start on 5th July 2010.
The amount of scholarship is up to Rs 50,000.
Eligibility criteria:
Candidate should be Muslim. The annual income of his/her parent should be less than Rs 10 lakh and minimum marks in Graduation must be 45% or up. However, preference will be given to the students coming from small towns and rural areas. Last date for application to avail the scholarship is 15 April 2010. The scholarship fund has been instituted by Dr. Najma Sultana, who was born near Hyderabad and practices medicine in the United States.
According to the institute’s website, students will learn to produce professional news stories for print, audio, video, web and mobile phone platforms. The faculty at IMII is drawn from top Indian and International journalists and the school is affiliated with the City University of New York’s path-breaking Graduate School of Journalism.
IMII is also offering Jane Louis scholarship for those bright and deserving Dalit, Tribal and Backward Class students who lack resources to undertake professional media education.

HWF orgnised a mass marriage in Bihar

New Delhi: Human Welfare Foundation New Delhi, orgnised a mass mariage programme for 66 pairs including 6 nonmuslims in Arariya, Bihar last month on 22 jan .Marriage cerimony was particepated by several distinguished personalities. Foundations G.S. Prof. KA Siddique Hasan who was the chief guest on this ocaision said we are serving weaker section of the society mass marriage is also a part of our Programme Vision 2016.

ASSAM-BANGAL TOUR APCR

Following the visit of Assam during 20-22 July 09 to carry forward the project of building a nation-wide network of trained para- legal social activists at grass-root level and Chapter formation of APCR, Dr. Shakeel Ahmad, Director, APCR along with Mahtab Alam, Coordinator, travelled to Guwahati and Badarpur once again during 24-31 December 09. A two days training workshop has been organized at Hotel Moosoon Palace, Guwahati on the above mentioned dates. Around 50 activists from 16 districts of Assam participated in the workshop. It was also agreed during a meeting with local leadership within a month and informed to the center accordingly. A brief report of the workshop is attached here with.

A similar two days training workshop has been organized at Al-Ameen Complex, Badarpur during the above mentioned dates. Around 25 activists from 5 district of South Assam participated in the workshop. At the conclusion of the workshop an ad hoc committee for six months has also been formed and Mr. Bilal Ahmad Khan has been appointed as it Convener. West Bengal
It was also scheduled to review the activities of APCR West Bangal during our journey but due to unavailability of concerned persons in Kolkata the time while going Assam (as both Amir-e-Halqa, Rahmat Ali sahib as well as Secretary Halqa and Convener of the Chapter , Dr. Masihur Rahman sahib were on official tour), we could not make it.

A HIGH LEVEL DELEGATION OF HWF AGAIN MEETS

New Delhi: 25 Feb 2010 On 11th October 2009, the Hindu published a story titled “Delhi village leads life without electricity”. ‘Badarpur Khadar Village in Karawal Nagar constituency area of North-East Delhi’ lacks every basic facility. It has no power, no water connection, no school and nor a government dispensary. The more shocking aspect of this story was the fact that the village is at a driving distance of just 30 minutes from the office of the Chief Minister. The village houses more than 5000 persons. Reacting to the story, a delegation of Human Welfare Foundation visited the Badarpur Khadar Village to assess the ground situation there and decided to take up the matter with the Chief Minister.
Today, a high level delegation of the HWF lead by its Chairman, Mr. Saiyid Hamid remet the Chief Minister Mrs. Shiela Dixit, apprised her about the condition of the Badarpur Khadar Village and discussed the possibilities of developing the area.Earlier this same deligation had met to the CM on 25 Ocober 2009. The HWF offered to adopt the village so as to provide the area with necessary facilities of healthcare, education and other basic infrastructure, which the area is lacking.

The delegation also informed the chief minister about the under construction Al-Shifa Multi-specialty Hospital (a Vision 2016 project) which is due for inauguration in 2010. It is to be noted that 'Vision 2016', is an ambitious plan to transform the social landscape of the country. It focuses on education, health, economic upliftment, empowerment of women and disaster management. Members of the delegation were Mr. Muhammad Jafar, Vice Chairman HWF and Prof. K. A. Siddique Hassan, General Secretary HWF, Mr. Saleemullah Khan.

HWF held anWorkshop on Interest Free Micro-Finance

KolKata: The two-day residential state-level workshop on interest-free microfinance of the state W. Bengal was held on 6^th & 7^th December, 09 at Raigachi in Kolkata. The workshop, first of its kind in W. Bengal, was jointly organized by Human Welfare Foundation, N. Delhi and Jamaat-e-Islami Hind, W. Bengal.

Forty two (42) persons from across W. Bengal participated in the workshop which was addressed by the two resource persons of the Task Force set up by the project VISION 2016 0f Jamaat-e-Islami Hind , Jb. Arshad Ajmal (coordinator, Task Force on microfinance) and Jb. M S Khan(member, Task Force) besides several luminaries of microfinance from W. Bengal such as Mr. Shah Alam, secretary, Amanat Foundation Trust (AFT), Mr. G M Shahid, state project coordinator, AFT and Dr. Manav Sen, civil servant & Director LOKO –Kalyan Parishad, W Bengal.

Jb. Rahmat Ali, President JIH, W Bengal, delivered the inaugural speech.

The workshop discussed all the topics essential for the capacity building of a practitioner such as: Concept of micro-finance; Formation of SHG; Legal Aspect of Multi-state co-operative societies; Techniques of Survey; Experience of the interest-free society, Al-Khair, Patna.

Mr. Arshad Ajmal while giving the outlines of this interest-free microfinance workshop told the participants that the two specific goals of the workshop were to achieve in two days i.e., to prepare a detail Roadmap of establishing microfinance institutes (MFIs) or at least SHGs in W. Bengal and to build the capacities of the participants so that they could conduct the surveys of the areas before launching Micro-Finance centers in their localities.

Mr. Ajmal clarified that the practitioners of this interest-free microfinance would not depend upon the external funding but the Model which is to be followed or practiced will be simply the system of general bank meaning it should be self-sustained. Microfinance is the alternative banking accessing those who are unbankable which consists of four components: Micro-deposit; Micro-credit; Micro-enterprise and Micro-insurance, he informed the participants.

Mr. M S Khan told the audience how microfinance could intervene in the economic system of the country which requires very small steps in the beginning but its effects are great. His deliberations focused around how capitalist economic system, over a period of time, led to a profound poverty and severe dissatisfaction of the needs of many individuals. The capitalist economy made 70% of the population inactive and the role of the poor people in the decision making process has become unimportant. Emphasizing the purpose of Deen-e-Islam he told the audience that when Prophet (pbuh) reached Madinah, he first established the Mosque as well as the Market.

The participants were made aware of the functioning of the interest-free society of Patna , Al-Khair Cooperative Credit Society and the three basic problems usually faced by the practitioners, Mr. A Ajmal told the prospective practitioners, were fund raising, how credit be given and to meet the recurring cost. He suggested the ways to address these three problems.

Mr. Shah Alam, secretary, Amanat Foundation, Kolkata shown his trusts’ activities through power point presentation. He addressed the workshop telling them how AFT was helping the widows by his microfinance center. He said basically Amanat Foundation is a non-profit making, non-govt. social voluntary organization working in the field of social mobilization being a partner of govt. Unicef, DFID, UK and other agencies in country and abroad started its journey in 1994.Amanat’s intervention in SHG-MF programme took place in 2005 as an emergence in responding to the substantial needs of poor and socially excluded section of the community. He informed the workshop that AFT had not emerged as an MFI from the beginning but gradually it turned its motion towards microfinance to work on an integrated approach of social development imperatives.

The project VISION 2016 of Jamaat-e-Islami Hind has choosen Al-Khair model for microfinance practice because of its interest-free nature. This co-operative model of microfinance could be called as Imdaad-e-Bahmi in urdu and follows the rules of Co-operative Credit Society Act of the constitution of India.

The kind of workshop held in W. Bengal would also be organized in all states of the country as planned by the project VISION 2016, told Mr. Arshad Ajmal, coordinator, Task Force on microfinance. At the end of the day, there would be 500 institutes of interest-free microfinance spreading all over the country fighting poverty and hunger in its working areas by providing financial support to poor people for promoting their initiatives also empowering rural poor people for realizing their rights, raising voice and working on various social issues.

At the end of the workshop, the house requested JIH, W. Bengal to form a Coordination Committee for the establishment of Interest-Free Societies all over Bengal.

APCR holds Para-Legal Social Workers’ Workshops in Assam

Guwahati: Aiming at building of a nationwide network of grassroot legal social workers dedicated to using the legal system to defend rights of the underprivileged sections of the society, Association for the Protection of Civil Rights (APCR) organized two training workshops in Assam during 26-27 and 29-30 December 09 at Guwahati and Badarpur respectively. Inaugurating a two days workshop here in Guwahati on 26^th December 09, Dr. Shakeel Ahmed, Director, APCR urged that- “there is an urgent need to act beyond celebration of victimhood.” Until, we start using legal mechanism not only defend the underprivileged and oppressed sections of the society but also to bring culprits to the book of law, situation is not going to change, he added. Explaining the rationale of training of para-legal social workers, he argued- this is required for because of three reasons: Firstly, the increasing human rights violations demand enhanced efforts in the field, a group of activist at every level. Secondly, the existing human and civil rights groups are facing dearth of workers, especially the youths. And finally the suffering people need trained facilitators and crisis managers from their own locality and communities to avoid the over dependence on outside initiatives, which very often are not available in critical circumstances. This workshop is the first step to achieve the above mentioned target. Speaking in the workshop, Dr. Shyam Bhadar Mehadi, senior human rights educator and former representative of NHRC in Assam emphasized on the need of human rights education among general masses and asked the participants to carry forward this massage to remotest areas of Assam. A brief overview on Situation of Human Rights in India and how deal with it was presentation by Mahtab Alam, Coordinator, APCR. In his presentation, he informed the participants about various existing mechanism and its optimum utilization. A session on criminal justice system in India dealing with important issues and information relating to First Information Report (FIR), Arrest and Cases, etc. also held, in which Adv. Shanatanu Sarkar of Guwahati High Court, Mr. Ataur Rahman, former IGP of Meghalaya and Mrs. Baharun Saikia, member, Law Commission, Assam interacted with the participants respectively. This session was chaired by Mr. Rohini Kumar Das, Senior Advocate, Guwahati High Court. The workshop dealt with number of conceptual as well as practical aspects of human rights, judicial system, criminal justice, rights of detainees, Extra- ordinary laws and right to information, etc. Others who made their presentations at the workshop include Mr. Waliullah Laskar of Barak Velly Human Rights Protection Committee (BHRPC), I H Borbora, RTI activist. A similar two days workshop held in Badarpur of Barak Velly as well during 29-30^th December 09. In both the workshops, more than seventy grassroots workers participated from far flung areas of Assam. Participants have been assigned a ten point follow up program for another six month which deals with conceptual as well as practical works. An ad hoc network of para-legal social workers has been also formed for the period six month.
